Governance is the process by which a blockchain or protocol changes its rules: who proposes, who votes, who has veto power, and how decisions become code.

On-chain governance (token-weighted voting, like Aragon or Cosmos) makes that process public and auditable; off-chain it often means a foundation or a few employees just decide.
Why it matters
A network’s “decentralized” claim lives or dies in its governance. If votes are token-weighted but whales or a foundation control most tokens, the rulebook is ceremonial. Governance is one of W3D’s four pillars because it’s the part most easily faked — and most often faked.
